The statement made in the opening paragraph is altered. No explanation on my part is required on this point as the practice is perfectly open and recognized by the local government. I enclose a cutting from the "China Morning Post" of 4th Nov. 1919, showing a leading article, and a section written to the present protesting against disclaiming.
