The statement made in the opening paragraph is altered. No explanation on my part is required on this point as the practice is perfectly open and recognized by the local government. There is no attempt at clandestine dealing, and it is not contrary to the spirit and letter of the British law. It is, however, one of the principal causes of the various evils which I have brought forward. I enclose a cutting from the "China Morning Post" of 4th Nov. 1919, showing a leading article, and a section written to the present protesting against disclaiming.
On the same page, you will see a letter to the editor protesting against the import trading of girls for immoral purposes.
Referring to my former action (201o 77), the existence of this trade on an enormous scale can be vouched for by any ship captain of any standing engaged on the China coast runs, and statistically any well-informed Hong Kong man outside the Government. From inquiries made, nearly everyone, with the exception of the Government, is fully aware that this trade was carried on in huge numbers and that the majority of these girls are actually sold in Hong Kong for this purpose. Queries instituted on these lines will at once confirm this point.
It is also almost evident to any person that the girls are below the proper age. It is fully recognized that the girls give false ages when entering (else they are under threat of punishment from their owners). It is conceivable that the officials should pass such girls.
